Bill C-291 Unborn Victims of Crime Bill: Today is the Day

Today MP Leon Benoit's Bill C-291, to acknowledge unborn victims of crime, goes in front of the Procedures and House Affairs Committee. A sub-committee had deemed this bill non-votable. Now Mr. Benoit must defend his bill in front of the whole committee against the charge that it is unconstitutional, although he was not told why it was unconstitutional. The sub-committee meeting where all this was decided was held in camera and members were sworn to secrecy.

I'm not sure what happens to the Bill if it is voted down in committee. I think it dies, because that's the whole point of having a House Procedures committee, but I'm not sure. I would welcome information on this matter.
