Why hiding information from the women was suggested

In other words, the measure wasn't proposed to effectively stop sex selection abortion. All it is supposed to do is ease the conscience of healthcare workers.

And I don't get how waiting until 30 weeks gestation satisfies the right to information. You have a right to information from conception.
