Episcopal Transfers: One Possible Target of the Reform of the Curia

I often hear about the "Reform of the Curia", but nobody ever seems to explain what that means.

I mentioned that on my facebook, and one priest brought to my attention the issue of episcopal transfers.

Before I read this article, I took it as a matter of course, that if a man was destined to be an archbishop, he would start off as an auxiliary bishop, then be promoted bishop of a smaller diocese, and then appointed to a metropolitan one.

But this goes against the ancient practice of the Church.

And this is one thing Pope Francis is denouncing when he speaks against "careerism".
