Estonia admits the unborn’s right to life...

But won't enforce fetal rights.

There's no real conflict.

A mother has responsibility for the unborn child. Her child does not violate her right to her own body because she helped to make that baby.

And it is true that rape victims never asked to have a child.

Notwithstanding, it's a matter of lesser evils.

What's worse: nine months of pregnancy, or death?

It's all very logical.
